Town, City, County to harmonize development of Folly Road Corridor

A new spirit of cooperation between the handful of municipal governments that service James Island is beginning to bear fruit. In the case of the City of Charleston, the Town of James Island and the Charleston County, that cooperation will first take form in the shaping of the Folly Road Corridor Overlay District (FCO-D). The Town has scheduled a meeting to be held at Town Hall regarding the intergovernmental cooperation for this coming Thursday, February 28 at 7 p.m.
In attendance at next week’s meeting will be Charleston Mayor Joe Riley, Jr. Riley will be will be making an unprecedented apprearance at James Island, perhaps his first ever trip to the humble municipal facility that houses the Town’s offices and Council chambers. Riley’s appearance before the Town is something that would have been unimaginable in previous incarnations of the Town, which since’s birth has been at odds with the City. Riley will address the Town on the FCO-D, reported Council’s Land Use Committe Chair Leonard Blank in briefing the room on the situation last Thursday.
The FCO-D mandates that within the Folly Road Corridor, which streches from a point south of Grimball Road to Oak Point Road to the north, only three zoning classifications will be utilized, those of Commercial, Office Residential and Suburban, and Low Density Residential, reported Blank.
“The City’s working with us on this, the County’s working with us on this, and it looks like its moving along very well,” said Blank of the discussions commented Blank. “(The objective is) so the City, the County and the Town can agree on what uses and zonings are allowed on Folly Road.”
2013-2014 Town Budget Drafted
In other Town news, Town Administrator Hal Mason led Council through a budget workshop held before their regularly scheduled meeting last Thursday, to hash out the proposed 2013-2014 Town budget. Mason reported that the projected finalized revenue figures for the current fiscal year are at approximately $1.5 million with expenditures projected to be only about $735,000.
Mason will operate the Town on exactly what the body brings in next year he reported, meaning that revenue and expenditure figures pertaining to the upcoming fiscal year will match. Both revenues and expenditures for next fiscal year are estimated at over $2 million.
A new Town vehicle, a back-up generator and major increases in public works spending and law enforcement serve as highlights of the forecast for the next fiscal year. The next step in the annual budget process will be the Town’s finalizing of the budget document, that will ultimately be available public review.
